Getting Started: DC YouthLink Service Coalition Member, Policies and Procedures Manual for Program Launch 2012 - 2013

This manual is written to support the successful launch of this year’s programming. Getting
Started describes the policies and related procedures necessary to ensure that DYRS youth needs
will be met through the interventions that the Service Coalition will provide. As a Service
Provider, you will be held accountable for these start-up policies and procedures as well as those
related to full implementation, which will be provided in the weeks ahead.

The manual is divided into three sections:

Section I: Administration - Provides the policies and related procedures for administration of
your program. It opens with a description of all the partners who will be part of your support
system and to which you will be accountable. Included are the requirements for appropriately
serving youth, tracking interventions, reporting youth outcomes, and timely invoicing for the
services provided.

Section II: Service Delivery - Focuses on the requirements of direct service with youth and
the others necessary to ensuring youth success. Included are policies and procedures related to
enrolling youth and supporting them throughout the program year.

Section III: The Appendices - Provides the templates highlighted in Sections I and II for
documenting, reporting, and invoicing your work with youth.

Again, thank you for your commitment to this process and to moving forward on behalf of the
District of Columbia’s youth. We expect to build on the progress to date and to remain a model of
Positive Youth Justice interventions throughout the United States.
